The paper is not intended to be a comprehensive assessment of the success of the incentive programs, nor even an evaluation of our technical assistance efforts. Rather, it represents an attempt to harvest what we have learned, for the benefit of those who want to do a better job of designing and implementing incentive programs. This paper is based primarily on the experience of technical assistance providers working with the Center for Educator Compensation Reform (CECR), a U.S. Department of Education- funded center that is responsible for providing grant administration assistance to TIF program staff and technical assistance to TIF grantees.
