The purpose of this paper is to consolidate the information gathered under Center for Educator Compensation and Reform (CECR) on data quality issues.  The paper provides updated information on the challenges and successes surrounding the issue of data quality for human capital management systems (HCMS).  Each section discusses the changing educator evaluation context, challenges to data quality, what we know about student-educator linkages, the quality of growth measures used in principal evaluations, and the capacity of districts and schools to ensure data quality.
